Pushpa Kamal Dahal stresses importance of constitutional implementation before amendments
KATHMANDU: The CPN Maoist Center's Chair, Pushpa Kamal Dahal, declared that until the Constitution is completely enacted, it is inappropriate to consider modifications and adjustments. He said these things at a "Constitutional Implementation: Expectations and Reality" event that the Institute for Strategic and Socio-Economic Science Research (ISSR) and the Constitution Watch Group hosted in Kathmandu.
Dahal emphasized the substantial obstacles that remain in the way of carrying out the Constitution. He stated that there is no need for parties to seek revisions without first guaranteeing good implementation, and that any review or reform of the Constitution should only take place once it has been honestly implemented.
Criticizing the ruling Nepali Congress and CPN-UML, Dahal claimed that their agendas have not genuinely focused on amending the Constitution. He accused these parties of prioritizing their political power over meaningful constitutional reform.
He suggested that the current Prime Minister's party, UML, along with the Nepali Congress, has not engaged in serious discussions regarding constitutional amendments. According to Dahal, their true aim has been to remove the Maoist government from power rather than to pursue real constitutional change.
Dahal pointed out that both major parties have used the rhetoric of constitutional amendments as a political tool, lacking genuine commitment to reform. His remarks underline the importance of addressing implementation challenges before considering any changes to the Constitution.
